Overview
A formatted drive still holds its data. So does a drive with a fresh copy of Windows on it. Removal has to be deliberate and verifiable.
Formatting a drive rewrites its index, not its contents, and free recovery tools reconstruct the files in minutes. Installing a fresh operating system overwrites only the space the new install occupies, leaving the rest of the disk intact and readable. This is why secondhand drives bought at auction so consistently turn out to contain the previous owner's tax records and email. For a business retiring machines that held client data, financial records or credentials, that is not an embarrassment, it is an exposure with real consequences.
The recognized framework distinguishes three levels of media sanitization. Clear applies logical techniques that defeat ordinary recovery, and a single full overwrite of a mechanical drive is genuinely sufficient at that level, the belief that many passes are required comes from decades-old guidance about media that no longer exists. Purge uses methods that defeat laboratory recovery, including the drive's own firmware-level secure erase command, the sanitize command on NVMe devices, or cryptographic erase where the drive is self-encrypting and destroying the key renders every block unreadable instantly. Destroy means the media cannot be reused at all.
Solid state drives change the calculation, which is why this matters practically rather than academically. Because of wear levelling and over-provisioning, the controller may hold data in physical blocks that a host-level overwrite never reaches, so writing over an SSD is not reliable sanitization the way it is for a mechanical disk. The correct approach is the drive's own sanitize or secure erase implementation, or cryptographic erase on a self-encrypting drive. Degaussing, meanwhile, works only on magnetic media and does absolutely nothing to an SSD, which is a genuinely common and expensive misunderstanding.
Physical destruction is the right answer in three situations: when the drive has failed and cannot accept a sanitization command, when the data classification means no residual risk is acceptable, or when a regulator, client contract or internal policy simply requires it. Destruction means shredding or disintegration to a particle size small enough that the platters or flash packages cannot be reconstructed. Drilling a hole through a drive is not destruction, and neither is a hammer, because most of the media surface remains intact and readable by anyone with the right equipment.
Whichever route applies, the documentation is the deliverable. Every drive is recorded by make, model and serial number, with the method used and the date, and a certificate issued that names each one. That record is what you produce for an auditor, an insurer or a client asking how you handled their data. Sanitization performed without a record is, for compliance purposes, sanitization that did not happen. Not everything retired is dead. Machines coming off a three or four year business refresh usually have real working life left, and once the drive is sanitized or replaced they make good donations, secondary machines, or resale value that offsets the refresh. We will tell you honestly what a machine is worth rather than quietly taking usable equipment as a disposal fee. Some clients keep a small pool of sanitized spares against future failures, which costs nothing and turns a laptop disaster into a two-hour inconvenience. What genuinely is waste goes to certified electronics recycling rather than a landfill or a container to a country with weaker rules. Electronics contain lead, mercury, cadmium and brominated flame retardants, and lithium batteries are a real fire hazard in ordinary waste streams. We separate batteries, keep older display equipment out of general waste, and handle toner and consumables appropriately. Working with recyclers who hold recognized certification matters because it is the only meaningful assurance that material is processed responsibly rather than exported and dismantled by hand somewhere with no protections at all.
The paperwork side is worth doing at the same time, because a machine leaving the building is a natural checkpoint. Asset records get updated so your inventory reflects reality rather than what it did three years ago. Transferable licensing is reclaimed where the terms allow. Leased equipment gets returned within terms, with data removal documented, since lease agreements frequently specify what must happen to the media.
